FOCUS Framework for Charter Schools

The FOCUS Framework (Facilities Optimization and Capital Utilization Strategy) is a comprehensive, Colorado-specific program designed to equip charter school leaders with the tools, knowledge, and strategies needed to plan, fund, and sustain high-quality school facilities. Grounded in Colorado’s unique policy, funding landscape, and regulatory environment, the program addresses the distinct challenges charter schools face, including facility financing under TABOR, access to capital, and long-term sustainability.

Through a structured, three-module approach that integrates strategic planning, financial analysis, and facility assessment, the FOCUS Framework guides leaders in developing a clear, phased roadmap aligned to their mission, enrollment, and long-term goals. This framework serves as a foundation to the school’s Strategic Development Master Plan (SDMP). The program empowers leaders to make informed decisions, reduce risk, and build sustainable, high-performing learning environments tailored to the needs of Colorado communities.

FOCUS Framework participants go through the modules in cohorts to build peer-to-peer support. The program includes individually completed pre-work, a full day of in-person training on the three modules, follow-up support, and online access to program materials including a "Toolbox" of resources to help implement the processes outlined in each module.
