Purpose of this Web Page
Colorado funds school districts through a calculation known as “total program,” which is outlined in the Public School Finance Act (C.R.S. 22-54-101 – 22-54-208). Districts submit pupil enrollment data through the Student October data submission, and that data is summarized into the following funded counts: the pupil count, the at-risk count, and the English Language Learner (ELL) count. Beginning with the 2026-2027 school year, the Student October data submission will include a funded Special Education (SPED) count. These counts are an essential part of the total program funding calculation.
CDE’s School Auditing Office’s purpose as described in 1 CCR 301-39 is to ensure accurate reporting of data fields associated with total program funding as described in the School Finance Act. Our office’s duties include publishing Annual Audit Resource Guides and individual funded count web pages, providing technical guidance and support to districts related to funding eligibility and documentation requirements, and conducting Annual Audit Reviews of all funded counts used in determining Total Program Funding, which also includes reviewing district-submitted data, audit questionnaires, prior audits, and student-level documentation. The purpose of this At-Risk Measure web page is to provide updated information and historical context regarding the status of the At-Risk Measure as currently drafted under HB25-1320, including the annual collection of Census block data through the At-Risk Interchange via Data Pipeline.
