HB 24-1448 District Total Program Implementation Report

As part of the updated school finance funding legislation developed in 2024-2025, the Colorado Department of Education must produce an annual “District Total Program Report” each January. This requirement is described in C.R.S. 22-54-103.2. The report provides an overview of how CDE has implemented the provisions of the Public School Finance Act for the fiscal year.

Among other factors, the report must include:

  • statewide and district average data on per-pupil revenue (overall, and for at-risk, ELL, and special education students)
  • discussion of the successes and challenges of calculating district total program under both the expiring and new school funding formulas
  • discussion of the trends and challenges presented by fluctuating enrollment
