Proportionate Pupil Count – County Fund and YSC
County Public School Fund
Per Colorado Revised Statutes (CRS) 22-54-11, each county has a continuing fund known as the County Public School Fund. Each district in the county is entitled to receive distribution from this fund based on its percentage of the total funded pupil count enrolled in the district and residing in the county.
CDE calculates the proportionate funded pupil count for each district. It must be certified to the county treasurer on or before July 1 for the budget year.

Youth Service Centers (YSC)
Per Colorado Revised Statutes (CRS) 19-2.5-1511, the education expenses are shared by each school district served in the YSC’s catchment area. Each district pays a share based on its percentage of the total funded pupil count served.
In order to assist YSCs with these calculations, CDE calculates the total district enrollment for each district within the known catchment areas of the YSC.
