Deaf and Hard of Hearing
Definition:
According to Colorado Eligibility, a child with a hearing impairment, including Deafness shall have a deficiency in hearing sensitivity as demonstrated by an elevated threshold of auditory sensitivity to pure tones or speech where even with the help of amplification, the child is prevented from receiving reasonable educational benefit from general education.
The Colorado Rules for the Administration of the Exceptional Children’s Educational Act (ECEA) defines the criteria for identifying a student with a hearing disability (Deaf/Hard of Hearing). Colorado’s Deaf Child Bill of Rights (1996) requires that all students with a hearing disability have a Communication Plan that considers students’ communicative needs as they relate to social and emotional development.

Celebrating Excellence & Looking Ahead: Dianne Goberis Legacy Award

Last year, we had the privilege of honoring Kelly Welch and Kathy Wagner as recipients of the 2025 Dianne Goberis Legacy Award — educators whose commitment, heart, and unwavering advocacy embody the spirit of the Notorious Dianne Goberis
Kelly stood in the pouring rain at the Goberis Track and Field Day, supporting her students, teammates, and families no matter what mother nature threw us — because showing up matters. Kathy was celebrated by her students at her school, a powerful reminder that the greatest impact of a Teacher of the Deaf is often felt in the relationships built day after day.
Their work reflects what this award represents: a legacy that extends far beyond the classroom.
Now, it’s time to look ahead. Nominations are open for the 2026 Dianne Goberis Legacy Award, and we are seeking a Teacher of the Deaf whose influence reaches well beyond instructional minutes — someone who champions students not only in school, but into adulthood; someone whose impact shapes confidence, opportunity, and lifelong success.
If you know an educator whose dedication leaves a lasting imprint on students, families, and the broader community, we encourage you to submit a nomination.

Calling All High School D/HH Leaders in Colorado!
Marion Downs Center and the D/HH Leadership Team are seeking 10–15 outstanding Deaf and Hard of Hearing high school students from across Colorado to serve as 2026–2027 D/HH High School Mentors!
This is more than a title — it’s an opportunity to lead, inspire, and represent the D/HH community statewide.
Who Should Apply?
We are looking for students who are:
- Currently (2025-2026 school year) in their Sophomore or Junior year
- Strong leaders and self-starters
- Effective communicators
- Passionate about helping others
- Positive role models within their school and community
What Will Selected Mentors Do?
Chosen mentors will have the opportunity to:
- Support the Dianne Goberis Track & Field Day
- Share their personal stories with educators and families across Colorado
- Participate in a leadership development workshop
- Provide mentorship and support at events throughout the 2026–2027 school year
This is a powerful chance for students to grow their leadership skills, build statewide connections, strengthen their resume, and make a lasting impact.
Selection Process
Students will:
- Complete an application
- MARCH 30th DEADLINE
- Be selected based on recommendations from their current educational support staff
- Represent diverse regions and backgrounds across Colorado

Communication Plan Funding Application Form
Back by popular demand! CDE will be providing LIMITED funding for schools/districts to support teams in meeting the requirements for Deaf and Hard of Hearing Students under the Colorado Communication Plan. Providing quality language development and opportunities for students to have access to peers and role models is key for all students. This funding is designed to help teams bring innovative ideas to life, creating more opportunities and stronger outcomes for their students.
Serving Students who are Deaf or Hard-of-Hearing: A Professional Development Course for SLPs and other Service Providers
Students with hearing loss in Colorado, although low in incidence, have educationally significant and often quite specific needs in speech, language and academic development. Service providers, especially Speech and Language Pathologists, may at one time or another provide services to students with hearing loss. This course provides knowledge, information and resources to assist in better understanding, assessing, analyzing data and serving students who have hearing loss.
This course contains 5 modules which focus on the impact of hearing loss, aspects of a potential language gap, role of the SLP and essential nature of collaboration with service providers on the Deaf/HH education team as well as other essential components. Formal and informal assessment, using language samples, and knowing where to find resources and materials can be critical in providing specialized instruction and monitoring student progress. Whether part of a large district program, a small rural school or anywhere in between, this course has been developed to support YOU in the services you provide to students with hearing loss.
