Guidance for Identifying Eligible American Indian and Alaska Native (AI/AN) Students for English Language Development (ELD) Services Under Title III

Title III of the Every Student Succeeds Act (ESSA) defines which students are eligible for Multilingual Learner (ML) identification, and while for most students’ eligibility is based on having a non-English dominant language, the definition is differentiated for American Indian and Alaska Native students.  The following guidance aims to ensure the accurate identification of American Indian or Alaska Native students who may be entitled to protection as Multilingual Learners under Title III of the Every Student Succeeds Act (ESSA).
