Required High School Financial Literacy Course

House Bill 25-1192 states that high schools "shall incorporate all the financial literacy standards into a course that is required for high school graduation." Additionally, ICAP must include exposure to federal financial and eligibility tools for state and federal financial aid. To learn more, read the new HB25-1192 fact sheet.

The financial literacy standards were created and are revised as part of Colorado's social studies standards, but financial literacy also stands alone as content worthy of its own specialized curriculum, instruction, and professional communities.

Article IX, Section 16 of Colorado's constitution states, "Neither the general assembly nor the state board of education shall have power to prescribe textbooks to be used in the public schools." However, CDE can still serve as an advisor to help districts and schools adopt, adapt, develop, or use the materials of their choice.

  • HB25-1192 (2025): Incorporation of all financial literacy standards into a course that is required for graduation
  • HB 22-1366 (2022): Improving Students' Postsecondary Options
  • HB 21-1200 (2021): Concerning Financial Literacy Standards for Public Schools
  • CRS 22-2-127 (2015): Financial Literacy resource bank and technical assistance
  • SB 09-256 Section 17 (2009): Individual Career and Academic Plan (ICAP) required for all graduates. Personal Financial Literacy is a quality indicator within ICAP requirements
  • HB 08-1168 (2008): Financial Literacy Standards established and then revised and implemented by fall 2020
  • CRS 22-32-135 (2004): “Strongly Encourages” local district school boards to adopt PFL as a part of district curriculum and graduation requirements
