Required Trainings for Educator Effectiveness
Districts and BOCES are expected to provide an annual orientation (that may or may not include training) for all educators that provides an overview of the local evaluation practices, the evaluation process and sets expectations for the school year.
Additionally, all evaluators of licensed personnel – that is, all evaluators of teachers, special services providers (SSPs), and principals/APs – must complete the training prior to obtaining a new principal or administrator license or renewing an existing license. This includes those who evaluate principals, e.g., superintendents. All evaluators should complete the training, even if they do not hold a principal or administrator license.
Per existing statute, all licensed personnel must be evaluated by someone who is licensed as a principal or administrator, or by someone who is certified as an evaluator designee. Currently, evaluator designees can receive training, support, and certification through a DE-Train Provider.
All DE-Train providers meet/exceed the evaluator training standards included in State Board rule. Evaluators who do not need the required training for licensing purposes will complete the training through a DE-Train provider to establish/maintain their status as an evaluator designee.

Annual Orientation Training
Why:

What & For Whom:
- Required orientation at the start of each school year for all educators that provides information and any updates to educator evaluations in the local context. Confirms what will be included in educators’ evaluations for the year.
Who Provides:
- Provided at the local level by each BOCES and school district.
When:
- Annually at the start of each school year prior to the start of the evaluation cycle.

Designated Evaluator Training
(DE-Train)
Why:

What & For Whom:

Training and certification of evaluator designees (evaluators of licensed educators who do not have a principal or administrator license) by a CDE approved DE-Train training providers.

Only required for evaluator designees.
Who Provides:
- Provided by a CDE-approved DE-Train training provider (BOCES, districts, and consultants).
When:
- Trainings provided at the discretion of the CDE approved DE-Train training providers.

Why:

What & For Whom:

Required training for all evaluators of licensed personnel (i.e., teachers, SSPs, and principals).

Must be completed for principal and/or administrator licensure (new/renew). Requirement began August 1, 2024.
Who Provides:

Provided by CDE, an authorized provider of CDE’s E-Train (e.g., district/BOCES), or an approved district/BOCES created training.

NOTE: The evaluator training requirement is embedded in all Colorado principal/administrator prep programs.
When:
- CDE offers E-Train sessions year-round and the deadline to complete the training is dictated by the individual’s license renewal date.
