Multiple Measures of Content Competency
Important announcement:
CDE is over 990 Multiple Measures reviews toward the 1,000 annual review limit as of Wednesday, May 13, 2026. Please note, the submission form in COOL will close Friday, May 15, 2026 at 4 p.m. unless the 1,000 limit is reached earlier.
Established by Colorado House Bill 22-1220, Multiple Measures of Content Competency increase the ways by which candidates who apply on or after Aug. 1, 2023 may demonstrate depth of content knowledge to qualify for their first Colorado teacher license.
NEW: Effective March-June 2026, currently licensed teachers seeking to add any* teacher endorsement or renew an expired initial license may submit for Multiple Measures via coursework and/or a portfolio of evidence.
Please note first-time teacher licensure submissions and added endorsement submissions for ECE, ECSE, Sped Gen, and Elementary via coursework only will continue to be prioritized for review.
* Multiple Measures may not be used for Special Education Specialist (Deaf/Hard of Hearing and Visual Impairment), Adapted Physical Education, CLD/Bilingual, Gifted Education, Math/Reading Specialist, Mentor Teacher, or Teacher Librarian.
Multiple Measures do not apply to individuals seeking a special services, principal, or administrator license.
To Whom Does It Apply?
Demonstration via multiple measures of content competency may be pursued only by:
- first-time teacher licensure candidates from traditional Colorado teacher preparation programs
- first-time Colorado teacher license applicants who completed a teacher preparation program outside Colorado
- individuals participating in a Colorado alternative teacher preparation program for their first teacher license
- Colorado educators looking to add any* endorsement to a valid teaching license or renew an expired initial license.
These individuals must meet endorsement requirements as outlined on the Colorado Teacher Endorsement Requirements website.
* Multiple Measures may not be used for Special Education Specialist (Deaf/Hard of Hearing and Visual Impairment), Adapted Physical Education, CLD/Bilingual, Gifted Education, Math/Reading Specialist, Mentor Teacher, or Teacher Librarian.
What Are the Multiple Measures?
Multiple measures options are specific to endorsement areas:
Early Childhood, Early Childhood Special Education, Elementary or Special Education Generalist
Applicants for their first Colorado teacher license with an Early Childhood, Early Childhood Special Education, Elementary or Special Education Generalist endorsement must demonstrate content knowledge via any of the following:
- Passing the approved PRAXIS exam(s)*
- Having a B- or higher in coursework aligned to endorsement standards, as outlined on Multiple Measures worksheets
- A portfolio review of evidence, as outlined on Multiple Measures worksheets
NEW: Effective March-June 2026, applicants who wish to add an endorsement to a valid teaching license or renew an expired initial license may demonstrate content knowledge via any of the following:
- Passing the approved PRAXIS exam(s)*
- Having a B- or higher in coursework aligned to endorsement standards, as outlined on Multiple Measures worksheets
- A portfolio review of evidence, as outlined on Multiple Measures worksheets
Measures Required/Allowed Previously
K-12, Middle School Math or 6-12 Endorsements
Applicants for their first Colorado teacher license with a K-12, Middle School Math or 6-12 endorsement must demonstrate content knowledge via any of the following:
- Passing the approved PRAXIS exams*
- Having a B- or higher in 24 semester hours of coursework aligned to endorsement standards, as outlined on the 24 semester hour endorsement worksheets*
- A bachelor's or higher degree in the endorsement area, as identified on the endorsement requirement worksheets*
- A portfolio review of evidence, as outlined on the Multiple Measures worksheets
*If you have demonstrated content competency via this option, Multiple Measures does not apply to you.
