Secondary School Student Substance Use Committee

This page is intended to provide information and updates on the secondary school student substance use committee. Please use the buttons below to navigate this page.

The act creates the secondary school student substance use committee (committee) in the Department of Education (department) to develop a practice, or identify or modify an existing practice, for secondary schools to implement that identifies students who need substance use treatment, offers a brief intervention, and refers the students to substance use treatment resources.

The department is required to publicly publish a report of the committee's findings and submit the report to the superintendent of every school district and chief administrator of every institute charter school that is a secondary school.

Secondary School Student Substance Use Committee

Requirements of the Committee:

  • 18 committee members (as further defined in the bill) be appointed on or before September 1, 2023. 

  • On or before January 5, 2024, the committee shall submit a report to the department

    • The department shall publish the report on its website and submit the report to the superintendent of every school district and the chief administrator of every institute charter school that is a secondary school.

Purpose of the Committee:

  • Develop a practice, or identify or modify an existing practice, for secondary schools to implement that
    • Identifies students' substance use,

    • Offers brief intervention with information regarding substance use and consequential health risks, and

    • Refers the students to substance use treatment resources.

Report

Per House Bill 23-1009, the Secondary School Student Substance Use Committee developed a report with a practice that secondary schools may implement to identify students who need substance use treatment, as well as interventions, resources and referrals. For students to succeed in school, substance use and other risk behaviors should be addressed as they can have a negative impact on future academic and career outcomes. The recommendations included in the report help secondary schools address and support student needs.
