Contract for Meals
Child nutrition program sponsors may contract with a registered food service management company or meal vendor to provide meal services. This page includes requirements, contract type information, procurement resources, templates and vendor registration.
Requirements
Sponsors may only solicit proposals from food service management companies or meal vendors that are registered with the CDE School Nutrition Unit. For a list of registered vendors, contact Diane Matthews at matthews_d@cde.state.co.us.
Sponsors are responsible for following applicable procurement and program requirements when contracting for meal services. Review the FSMC and meal vendor overview before beginning the procurement process.

Food Service Management Company Contracts
A food service management company, or FSMC, manages one or more aspects of a Child Nutrition Program. This may include staffing, menu planning, ordering, preparing and serving meals, budgeting or other program operations. Some duties cannot be delegated to the FSMC and must remain with the sponsor.
Use this contract type when the contractor will manage part of the Child Nutrition Program beyond providing meals.

Vended Meal Contracts
A meal vendor provides meals only, such as prepackaged, pre-plated or bulk/family-style meals. The vendor does not manage other aspects of the Child Nutrition Program. If contractor employees complete final preparation or serve prepackaged or pre-plated meals, those services must be included in the fixed fee bid and may not be charged separately.
Use this contract type when the contractor will provide meals, but the sponsor will continue to manage program operations.

Vendor Registration
Food service management companies and meal vendors must register with the CDE School Nutrition Unit before entering into contracts for USDA Child Nutrition Programs in Colorado. Registration Form A signed copy of the Non-Delegable Duties, Suspension and Debarment and Anti-Lobbying form must be attached in the registration form.
