Special Milk Program
The Special Milk Program provides milk to students in schools that don’t participate in other federal meal programs. Schools can also offer milk to half-day pre-K and kindergarten students who don’t have access to school meals. Serving milk helps make sure students get important nutrients for growth and development- and sponsors get reimbursed for the milk they serve.
Program Requirements
Sponsors operating SMP must share a public release of the SMP policy. In Colorado, CDE provides a state-wide release that meets this requirement. Local publication is optional.
Sponsors must record inventory of milk purchased and served using a milk inventory form (add link to form) as well as document milk served using a daily meal count form.
Sponsors may choose to charge students for the price of milk. Use this milk price calculation form to determine the price of milk charged to students.

Sponsors indicate which sites will participate in SMP. Camps and institutions must also submit a non-pricing agreement and policy statement. Applications are due mid-Sept each year. Application approval can take up to two weeks.
