Menstrual Hygiene Products Accessibility Grant Program

General Information

Pursuant to Statute C.R.S. 22-2-147, Colorado SB 21-255, “Free Menstrual Hygiene Products to Students,” created the Menstrual Hygiene Products Accessibility (MHPA) Grant to provide menstrual hygiene products at no expense to students and make products accessible to students. Colorado HB 24-1164 expanded the program’s eligible recipients.

During the 2025-2026 grant cycle, $90,000 available funding was distributed to 53 eligible Local Education Providers.

Performance Period: 10/22/2025-6/30/2026

  • May 15, 2026 - Final date for budget revision in GAINS.  Final Expenditure Reports (FERs) cannot be submitted in GAINS if actual expenditures differ from the approved budget by more than 10%.  Contact the MHPA Program Manager before 5/15/26 if a budget revision is needed.
  • June 30, 2026 - The grantee is required to expend all FY25-26 funds by June 30, 2026. Note that any unused funds will need to be returned to CDE. There will not be any carryover of funds.
  • September 30, 2026 - Final date for the Final Expenditure Report/Program Report to be submitted in GAINS
    • On the Sections page, complete these sections:
      • Program Closeout,
      • Final Expenditures, and
      • FER Related Documents - A detailed General Ledger is required.
