About Homeless Education

  • The McKinney-Vento Homeless Assistance Act (Subtitle VII-B) is the main federal law that supports the Education for Homeless Children and Youth (EHCY) Program. This law helps protect the rights of children and youth who are experiencing homelessness. It was renewed in December 2015 as part of Title IX, Part A of the Every Student Succeeds Act (ESSA).
  • Under Title I, Part A, school districts must set aside enough Title I funds to make sure students experiencing homelessness receive services similar to those given to students in Title I schools.
  • These laws make sure that students who do not have a fixed, regular, and adequate nighttime residence can enroll in school, access the services they need, and stay connected to their education.
