At its Sept. 9-10 meeting, the State Board of Education is expected to issue notices of rulemaking hearings in October and November on the following rulesets:

• Part-Time Programs for Homeschool Students (anticipated hearing during the Oct. 14-15 meeting)
• 1 CCR 301-39 Administration of the School Finance Act (anticipated hearing during the Oct. 14-15 meeting)
• 1 CCR 301-8 Rules for the Administration of the Exceptional Children's Educational Act (anticipated hearing during the Nov. 12-13 meeting)

The State Board of Education has scheduled a public hearing during its Oct. 14-15 meeting and may vote on proposed revisions to the rules for 1 CCR 301-28 State Publications Depository and Distribution Center. The proposed changes would remove references to obsolete technology, better reflect current library practices and procedures, and align the rules with state accessibility requirements outlined in House Bill 21-1110.

In October, the board may also vote on proposed revisions to the rules for 1 CCR 301-92 Administration of the READ Act. The public hearing in August focused on proposed changes that would align state rules with Senate Bill 25-200 and include requirements for universal dyslexia screening for students in kindergarten through third grade, updates to READ plans and parent involvement, revisions to minimum reading competency levels, approved assessments required by the READ Act, and changes to the review process for approved reading assessments. 

For the October hearing and possible vote, you can:

• Submit written comments on rules that have been noticed through the board's online feedback form, preferably by Wednesday, Oct. 7. 
• Testify during the hearing—either in person or remotely—by signing up between noon on Wednesday, Oct. 7, and noon on Tuesday, Oct. 13.

Academic Growth and Performance Framework Preliminary Release

• Preliminary performance frameworks were released to districts on Aug. 26 through Syncplicity. 
• Framework data was publicly released in Excel flat files and in the District and School Dashboard on Aug. 31. 
• Growth data was released publicly in Excel flat files and in state data tools and reports for CMAS, PSAT/SAT and WIDA ACCESS on Aug. 12.  
• AEC frameworks are expected to be released publicly on Sept. 16.

Submit Accreditation and Request to Reconsider by Friday, Sept. 25.

• Based on the preliminary DPF and SPF reports, all districts must submit the Accreditation Form (available on the Accreditation Portal within the UIP/ACI online system) indicating the district and local school board’s accreditation ratings for their schools by Sept. 25.

Unified Improvement Plan requirements based on state, federal and program expectations will be updated in the online UIP system after the preliminary frameworks are released to districts on Aug. 31.

To access performance framework results and related data, districts must have a current Accountability Contact assigned in the Identity Management System, Local Access Managers (LAMs) must update District Accountability Contacts:

Help spread the word: Join the Office of Postsecondary and Workforce Readiness (PWR) this fall at the PWR Summits and Regional Trainings. 

• The PWR Summits will support districts and schools in direct ASCA training on the 5th edition model and MTSS; share the statewide longitudinal data system; and provide access to many CDE Offices at a roundtable fair.
• The PWR Regional Trainings will deepen learning and highlight local data. Participants will build an understanding of ICAP as a system through collaborative implementation planning, and expand strategies and support for Big Three implementation.  

School Health Services Reimbursement Opportunities

• The Colorado School Health Services Program helps districts and BOCES receive federal Medicaid reimbursement for health services already being provided to students.

Apply for the Adult Education Grant by noon on Friday, Oct. 2. 

• The Adult Education and Family Literacy Act (AEFLA) grant supports efforts to expand adult education opportunities and access across Colorado.

Submit public comment by Tuesday, Oct. 13 on the FCC’s E-rate Notice of Proposed Rulemaking (NPRM) that seeks comment on the E-rate program's adherence to Congress's Vision. The E-rate program provides federal discounts to help schools and libraries afford high-speed internet and telecommunications services. The NPRM asks for input on a wide range of topics including: 

• If the program has served its purpose and should be sunset.
• The impact of the E-Rate program and relationship to other connectivity initiatives.
• Student protections (screen time limits and CIPA).
• Student Ed Tech practices and protections that are currently interpreted by state law.
• Proposed new rules around the use of consultants, consortiums, and Managed Internal Broadband Services.

Read, Learn, Lead provides Colorado educators, community organizations, and literacy advocates with free tools to promote early literacy.
